While employed with the Alaska Department of Education and Early Development, Gavin created new Financial Management and Procurement training and modernized the Civil Rights for Child Nutrition Programs training to address ongoing developments since Executive Order 14168; the training also expanded guidance on meal accommodations and the Americans with Disability Act Amendments Act.

Gavin presented novel community eligibility provision (CEP) grouping methodology as part of the Make CEP Work for You panel at the School Nutrition Association’s Legislative Action Conference and Webinar Wednesday in March and April 2022, respectively.
